2025 graduates

José David Alcalá Villegas, MD

Dr. Alcalá was born in Maturin, Venezuela. He obtained his medical degree from Universidad de Carabobo, practiced rural medicine for a year, and began a surgery residency program before moving to Miami to continue his education. Dr. Alcalá is remaining at Saint Francis Hospital and working as an outpatient primary care physician at the Center of Hope in Newark, Del.

Ghazaleh (Giselle) Barghgir, MD

Dr. Barghgir was born in Tehran, Iran, and raised in Toronto, Canada. She graduated from York University with a bachelor’s degree in kinesiology and health and then completed medical school at Ross University School of Medicine. Dr. Barghgir will be an outpatient primary care physician at Tidal Health in Seaford, Del. She will continue her passion for public policy and community outreach by staying involved with the MSD and DAFP.

Russell Tyrone Andrew Heckburn, MD

Dr. Heckburn was born in Kingston, Jamaica, and moved to Toronto, Canada, as a child. He was enrolled in the International Baccalaureate program in high school, graduated from the University of Toronto with a major in biology and psychology, and then decided to take his understanding of the human mind and body to the Caribbean to pursue medicine. His love for all things medical brought him to the unopposed family medicine program at Saint Francis Hospital, where he developed his skills and knowledge to become a well-rounded family medicine doctor. Dr. Heckburn is excited to work in a Federally Qualified Health Center serving the underserved minorities, migrant workers and farmers in Northern California. He aims to continue providing well-rounded, holistic medical and prenatal care, with a focus on lifestyle medicine, while enjoying his free time exploring the world one dish at a time!

Arielle C. Ngameni Mouani, MD

Dr. Ngameni Mouani is originally from Yaoundé, Cameroon. After moving to Maryland as a teenager, she completed her high school and undergraduate studies at the University of Maryland before embarking on a fulfilling career in medicine. Her path into medicine began while working as a pharmacy technician at CVS, where she met her mentor, Dr. Smith, who introduced her to Dr. Abrishami, a primary care physician who would later offer her a role as a medical assistant at her practice. It was here that Dr. Ngameni discovered her passion for primary care and her desire to build lasting relationships with patients. Dr. Ngameni Mouani earned her medical degree from the American University of Antigua College of Medicine, followed by her residency at Saint Francis Hospital, where she honed her skills in patient care. She is excited to continue her practice at Mercy Primary Care Clinic in Ardmore, Okla., where she looks forward to serving the community with compassion and expertise.

Thomas John O’Donnell Jr., MD

Dr. O’Donnell was born in New Jersey before moving to Wilmington, Del. He attended the University of Delaware, where he received a dual major in biochemistry and chemistry, and then completed his medical degree at St. George’s University. He is pursuing an Addiction Medicine Fellowship with East Tennessee State University in Johnson City, Tenn. Dr. O’Donnell hopes to start a practice that combines an inpatient consultation service for addiction and an outpatient clinic in Wilmington, Del., after fellowship.

Tuyet Ngan Thi Phan, MD

Dr. Phan was born and raised in Vietnam. She and her family immigrated to the U.S. when she was in high school. She attended college at the University of Maryland and completed medical school at the University of Medicine and Health Sciences in St. Kitts. Dr. Phan is starting her career as a hospitalist for Penn Highlands Healthcare in Pennsylvania.
